I've known people who worked with the military budget, and I have a suggestion on how to trim it. Each department spends money. In the last two weeks of the fiscal year they suddenly put in purchase orders for every cent they have not spent that year. Get the spending figures. Cut each department's budget by the amount they spent in the last 2.5 weeks of the year.
That will separate what they really needed from what they blew.
