My headline, "Union caves in with city scrap discipline" ... of course once WIBW 580Am "On the Other Hand" blasts it out, only the rod is used to punish the children. So, rather than congratulate the city workers intelligent enough to scavenge off the waste of the Kansas capital city ... they convince their union leaders to go along with punishing them. Go figure ....
