Sen. Brownback, Wichita Oilman, A.I.G. and "no bribes, no crime" in Azerbaijan resource sell-off

O'shaughnessy and his family were/are big campain contributors to Senator Sam's Christian work in DC for Kansans. LOL 

[Excerpt] ... Part of the proof involves the role of Gerald O’Shaughnessy, a Kansas oil executive. O’Shaughnessy isn’t accused of wrongdoing.

Details of O’Shaughnessy’s involvement are spelled out in now-sealed U.S. court records and Azeri court documents. U.S. District Judge Shira Scheindlinin Manhattan sealed the documents after copies were obtained by Bloomberg News.

They show that O’Shaughnessy, chairman of GeoPark Holdings Ltd., a Buenos Aires oil driller, was one of Kozeny’s early investors in the Socar deal. It’s unclear how much he invested. The documents show that O’Shaughnessy, who lives in Wichita, Kansas, wound up controlling the vouchers that Kozeny allegedly used to bribe Azeri leaders. ...

Darby Holladay, a State Department spokesman, declined to comment directly on whether the U.S. government tried to help O’Shaughnessy.

“The U.S. regularly acts on behalf of the interests of U.S. citizens in its dealings with foreign governments,” Holladay said.

U.S. Senator Sam Brownback, a Kansas Republican, took up O’Shaughnessy’s cause. The lawmaker told Azeri leaders that Western investors had relied on an Azeri promise to sell portions of state industries, and the republic’s failure to do so would alienate future investors, Brownback said in an interview.

Helsinki Commission

“People need to know contracts will be honored,” said Brownback, who in 2005 became chairman of the Helsinki Commission that monitors human rights in former Soviet republics. Brownback said his efforts proved unsuccessful. “Nothing happened,” he said.
